BRELA is an international research consultancy specializing in evidence-based analysis at the intersection of technology, economics, and law. We develop large-scale datasets, analytics platforms, and research tools focused on technology standards, patents, telecom ecosystems, and regulatory analysis.

Position Summary

We are seeking a Senior Data Engineering & Technology Lead to oversee the full technical stack powering BRELA’s research capabilities. This role requires technical expertise, architectural decision-making, project ownership, and team leadership. The Senior Lead will also manage the entire Data Team (responsible for manual and automated data collection), ensuring task allocation, workflow continuity, coordination between engineering and data analysis team, and efficient execution of cross-functional objectives.

Key Responsibilities

1. Technical Leadership & Architecture

– Define technical vision and architecture.

– Standardized development practices.

– Evaluate tools and technologies.

2. Team Management

– Lead backend engineers and scraper developers.

– Manage and coordinate the Data Team, ensuring a smooth workflow across teams.

– Assign tasks, review code, and ensure quality deliverables.

– Mentor team members and support learning paths.

3. Data Pipelines & Automation

– Oversee web scraping operations and ensure data accuracy.

– Design, maintain, and optimize ETL pipelines.

– Implement monitoring, alerting, and reliability systems.

4. Backend Development

– Maintain and improve internal platforms and APIs.

– Ensure security, scalability, and robust performance.

5. Project Delivery

– Translate business goals into technical roadmaps.

– Manage timelines, risks, and deliverables.

– Ensure successful completion of high-impact research tools and databases.

6. Cross-Functional Collaboration

– Work closely with economists, researchers, and legal experts to support data needs.

– Ensure alignment between technical execution and research objectives.

Required Qualifications

– 5+ years experience in data and backend engineering.

– Strong Python development skills.

– Experience with SQL/NoSQL databases.

– Knowledge of scraping systems and automation frameworks.

– Familiarity with Docker, CI/CD, cloud environments.

Preferred Qualifications

– Experience in R&D or knowledge-driven sectors.

– Familiarity with telecom, patents, or regulatory data.
