Position Summary

The Government Bid Administrator is responsible for coordinating, preparing, and submitting competitive proposals and bids to federal, state, and local government agencies. This role ensures compliance with all solicitation requirements, manages documentation,

and supports cross-functional teams to deliver accurate and timely submissions.

Key Responsibilities

Bid & Proposal Coordination

*

Review Requests for Proposals (RFPs), Requests for Quotes (RFQs), Invitations to Bid (ITBs), and related solicitations.

*

Identify key requirements, deadlines, pricing structures, and submission formats.

*

Develop and manage proposal timelines, checklists, and action plans.

Document Preparation

*

Gather and organize required administrative, technical, and financial proposal components.

*

Prepare standardized forms (e.g., SF1449, SF33), certifications, and supporting documents.

*

Ensure all proposal content meets government formatting and compliance standards.

Compliance & Quality Control

*

Validate that all bid documents follow agency instructions and regulatory guidelines (FAR, DFARS, state/local regulations).

*

Maintain accurate records of past proposals, registrations, and certifications.

*

Update and maintain SAM.gov, state procurement portals, and other vendor registration systems.

Cross-Functional Collaboration

*

Work with sales, operations, procurement, finance, and legal teams to develop complete and compliant submissions.

*

Gather pricing, technical specifications, product data, and organizational information from internal stakeholders.

*

Support proposal writers, pricing analysts, and contract managers as needed.

Submission & Follow-Up

*

Prepare and submit bids electronically (e.g., via SAM.gov, GSA eBuy, Ariba, BidBuy) or through physical delivery when required.

*

Track the status of all submissions and ensure timely responses to amendments or clarifications.

*

Support debrief requests and maintain feedback for future proposal improvements.

Required Qualifications

*

2–4 years of experience in government contracting, bids/proposals, or compliance.

*

Strong understanding of procurement processes for federal, state, or local agencies.

*

Excellent organizational, writing, and time-management skills.

*

Ability to interpret complex solicitation documents and compliance requirements.

*

Proficiency with procurement portals (SAM.gov, FedBizOpps legacy, state bid systems).

*

Strong attention to detail and the ability to manage multiple deadlines simultaneously.

Preferred Qualifications

*

Experience working with FAR/DFARS guidelines.

*

Experience in a regulated industry (e.g., life sciences, pharmaceuticals, manufacturing, technology).

*

Familiarity with GSA schedules, punchout catalog workflows, or government marketplace operations.

*

Proposal management or contracting certification (APMP, NCMA) is a plus.
